This seal is a Post Office bag seal, dated 1708-1715.
It shows the crest of Sir Thomas Frankland (dolphin below to saltires), the Senior Postmaster General at the time.
The griffin passant, was the crest of his deputy Sir John Evelyn.
The obverse would have been stamped G POST below a royal crown.
